Mindbank Consulting Group currently has an urgent and immediate need for a Human Capital Analyst.

Mindbank Consulting Group has an immediate need for a Human Capital Analyst / Analyst II that will be Workforce Planning/Analysis team members. The Human Capital Analyst / Analyst II will analyze current Navy PAYOPS Oversight workforce against requirements of NP2 IOC and FOC; supporting organizational design analysis to identify capability and resource gaps in transformed business processes and systems.

Human Capital Analyst Responsibilities:

  • Provide analytic and program management support to Navy pay transformation efforts to include development of strategy, workforce planning and change management to ensure alignment with implementation objectives and timelines.
  • Assess the organizational readiness to support deployment and sustainment of new capabilities based on its ability to effectively maintain balance between the demands of its work and the capability and supply of its workforce.
  • Analyze current workforce against requirements of today and the future, developing workforce and/or staffing plans, supporting organizational design analysis to identify capability and resource gaps in transformed business processes and systems.
  • Assist with the development of key briefings, point papers, talking points, and presentations for senior Navy leaders to inform critical decisions on Navy pay transition issues.
  • Assist with tracking and assessing impacts and risks of workforce, process, and organizational changes on implementation plans.

Human Capital Analyst Requirements:

  • Must have an Active Secret clearance
  • 7+ years of experience in workforce planning & analytics, organizational assessment, or change management
  • Experience with Microsoft Office Suite, including Excel, PowerPoint, and Word
  • Experience with qualitative and quantitative data collection, analysis, and reporting
  • Ability to develop and brief data summaries to support decision-making
  • Ability to contribute in a team-oriented environment
  • Ability to work independently, collaboratively, creatively, and analytically in a problem-solving environment
  • Ability to work as a Self-starter in a Fast-paced environment and Multi-task while continuing to be a forward thinker
  • Bachelor’s degree

Nice to Have:

  • Experience with Navy and USMC Military Pay or Defense Finance and Accounting Services (DFAS) operations, systems, or processes
  • Experience with Navy or Service staff as military, civilian, or contractor, including Joint Staff, OPNAV, Navy SYSCOMs, and BSOs
  • Experience with key national security and Navy strategic and policy documents
  • Knowledge of key Navy programs and systems currently in service and under development
