Junior Project Manager

Precise will be developing and implementing a new system that is flexible and can support the unique needs for state governments across the US related to the agriculture and public health programs. Precise is seeking a Junior Project Manager to support the management of projects through the program lifecycle. The candidate will work closely with senior project managers and technical leads to be responsible to manage and schedule the scrum sessions and workload for the development team based on the overall schedule and actions items.

Responsibilities:

• Support the development, review, refinement, and execution of a new product/capability governance process from inception to transition into baseline
• Manage and schedule scrum sessions and workload for the development team based on the overall schedule and actions items
• Provide strategic planning support to enable the client to make proactive business decisions regarding program planning and execution
• Provide program management support activities for planning, development, testing and deployment of key capabilities
• Support the creation and maintenance of project management plans
• Support team Business Analyst and team members regarding requirements development and translation into software specifications
• Support team Business Analyst, development team and business stakeholders with UAT testing and training activities.
• Support team Technical Writer, Business Analyst and development team with producing technical and training documentation
• Perform analyses in support of schedule maintenance, monitoring, and optimization
• Coordinate, document, and manage action item management/follow-up on a weekly basis for Integrated Project Team meetings, government leadership updates, and vendor project team meetings
• Support management of project schedules, briefing slides, budgets, and risk elements
• Support, monitor, review, and coordinate schedule, risk, quality, process, audit, contract, compliance, and action items
• Integrate schedule, cost, and resource monitoring efforts
• Support the evaluation of the program and provide feedback to support the reporting and analysis of cross-organizational dependencies and relationships
• Monitor, collect, analyze, and prepare Risks and Issues with mitigation plans as well as opportunities
• Support Lessons Learned coordination, collection, analysis, and briefing support
• Conduct research regarding various aspects of proposed strategies and alternatives and deliver summaries of findings

Requirements:

• 3+ years of professional experience as a Project Manager
• Experience with Risk Management
• Experience with Earned Value Management
• Experience creating and tracking integrated and resource-loaded schedules
• Experience developing, managing, and executing deployment plans for technology in concert with a complex set of stakeholders.
• Ability to work independently as well as collaboratively part of a larger team
• Strong written and verbal communication skills

Desired Skills:

• Experience managing and/or delivering technical scope of work within cost and schedule constraints
• Experience in a government environment
• Agile development practices
• Working knowledge of Scrum Master activities
• MS Project, JIRA or Microsoft DevOps, SharePoint, Visio

Education and Certifications:

• BS Degree from an accredited college in Information Systems, Business Administration or related discipline required
• PMP certification a plus
