Reporting to the Senior Director, Global Benefits, this position is a key US lead role that will manage all the elements of their assigned US health and welfare, retirement and ancillary programs for employees and covered dependents. As part of the overall responsibilities, this role will also support the Senior Director, Global Benefits with comprehensive alignment of the US benefits management and spend with global programs and objectives. Core responsibilities will span across strategy, competitive analysis, design, and governance, as well as the administration and delivery of the programs. The role requires extensive knowledge of US benefit market trends, regulations, and tax laws, as well in depth understanding of the interdependencies with non-US benefits, US employees, HR functions, Procurement, Legal, vendors and industry peers. This role is responsible to lead and drive how we manage and oversee our US benefit spend and deliver assigned programs in a highly effective, financially prudent, compliant, competitive, and innovative way.

Job Description:
Your way to impact
End-to-end financial management of all US benefit spend, helping to build the infrastructure and operational delivery approach to align US benefits financial management with the global spend, the annual global benefits review and assessment process, and leadership budget approvals.
Your day to day:
- Evaluate and analyze how US benefit spend is managed today, identify gaps and needs, investigate trends, and best practices and partner with the global benefits leader and external experts to bring recommendations to senior leadership. Successfully implement approved model and strategies.
- Evaluate and analyze assigned programs to ensure that all plans are market competitive, aligned with PayPal objectives and cost effective. Participate in key surveys, investigate trends, best practices and costs and partner with internal team members and external experts to bring recommendations to management.
- Continually monitor and understand current and emerging market trends for assigned benefit program delivery and optimization, identify potential opportunities and gaps, leverage external best practices, and propose and lead initiatives.
- Participate and play a key role on the Global Benefits Council to ensure US alignment and collaboration across all regional and country focused benefit team members. Sustain trusting and collaborative relationships, provide subject matter expertise and consultation across the council.
- Closely partner with the Senior Director, Global Benefits to prepare recommendations for gaining approval for US employee contribution and plan design strategy.
- Provide strategic and impactful insights into benefits design and structure.
- Partner closely with the HR analytics team to create financial reporting/insights and processes to enable strategic analysis and planning.
- Assist with due diligence and transition activities related to mergers, acquisition, and divestitures.
- Manage relationships and deliverables with external vendors, including vendor selection, implementation, vendor performance tracking, clinical effectiveness, internal controls, and active management and reporting out of service delivery metrics. Ensure assigned vendor compliance with HIPAA, FMLA, ERISA, ACA and other regulations.
- Manage communications compliance and accuracy, and contract compliance for assigned programs.
- Proactively evaluate assigned program impact on plan participants and administrative practices.
- Support and partner to deliver on the US benefits compliance model and ensure delivery and alignment across US and non-US benefits via required audits and tracking.
- Align benefits operational delivery strategy with the enterprise future of work operating model, to ensure that benefit programs and objectives are effectively delivered regardless of location or remote working scenarios.
- Develop, maintain, and socialize critical vendor dashboards to report on overall partnership, utilization, and performance statistics (for assigned programs).

- Analytical, detail oriented, organized, and independent.

- Strong written and verbal communication skills
- Ability to multitask and work in a fast-paced and constantly changing environment
- 7-10 years progressive experience in benefits administration
