Program Delivery Manager and Strategic Operations Leader

I oversee and control the implementation of a core system modernization project across Ecuador, Mexico, and Puerto Rico. I ensure the timely delivery of project scope for each country.

I act as the primary project representative, communicating progress, updates, risks, and delivery status to C-level leaders at country and regional levels.

I developed project designs and operational efficiency strategies, led project execution teams, chaired the Project Governance Committee, and managed change management and operational reorganization initiatives. I managed project portfolios through risk and benefit assessments and created governance strategies for credit card management.

I designed an online broker services portal, automated processes through RPA, and created an ecosystem integrating core and satellite applications. I also implemented business process and document management systems, designed a data warehouse and insured-information management solution, and delivered a web application to improve customer policy-service accessibility.

I ensured project compliance with approval processes and protocols, managed project scheduling, and ensured adherence to reporting procedures. I built strong relationships between business lines and technology executives to improve project efficiency and delivery outcomes.

I developed business cases, prepared project management reports, conducted process evaluations, and led vendor-management improvement projects. I implemented vendor and business-partner risk analysis policies, led negotiations and contracting, introduced PMI-PMBOK practices, addressed critical project issues, and led PCI standards certification and implementation for credit card handling.

I coordinated and evaluated the implementation of national and strategic plans across provincial offices and planned and controlled current expenditures for provincial and national offices. I advised on budget preparation, annual operating plans, investment expenditure, and national objective tracking.

I represented Ecuador in international environmental and cooperation initiatives, including the 2010 Conference of the Parties on Biodiversity in Nagoya. I implemented the Results Methodology and Governance system, negotiated cooperation with South Korea, supported hydrocarbon control cooperation with Norway, and promoted gender and social equality considerations in plans, programs, projects, and budgets.

I served for 13 months as a member of the executive team in Ecuador, contributing to decisions regarding operational processes. I led areas including underwriting, customer service, administration, procurement, projects, collections, and customer experience, while working matrixedly with claims and information technology.

I streamlined investment and capital expenditure decisions to support growth and profitability objectives.

I established the budget structure for the Ministry of Environment.

I conducted economic evaluations to determine the financial benefits of investment projects.
