As Program Manager at Defense Information Systems Agency (DISA), responsible for the execution, implementation, and life cycle support of critical projects, including Multi-Protocol Label Switching (MPLS), Core Router Refresh (CRR), Two Level Parallel Plan (TLPP), and Dedicated Route-Reflector (DRR).

 Completed 347 of MPLS Joint Provider Edge (J-PE) site activations, a scalable network transport technique facilitating both circuit and packet-switched data across IP networks.
 Led the completion of 61 Core Router Refresh installations, leveraging IP routing technologies to enhance the diversity, service delivery, and capacity of the Defense Department Information Network (DODIN).
 Procured Phase I / II TLPP and DRR equipment for Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) lab testing and subsequent installation at 187 locations. This initiative enables DISA to implement an MPLS two-level parallel plane logical node hierarchy, enhancing link, node, and intra-site diversity within the DISN transport architecture.
 Successfully used the Defense Production Action to procure of over $50M worth of tech refresh equipment and lifecycle upgrades, supporting the functionality of DISN nodes.
 Implemented robust cybersecurity systems in over 50 centralized and distributed data processing centers (Datacenters) to ensure compliance with the Federal Information Security Management Act (FISMA), Department of Defense Information Assurance Certification, Accreditation Process (DIACAP), Risk Management Framework (RMF), Cyber Security Impact Assessments, and Continuity of Operation Procedures (COOP).

As a Subject Matter Expert, I provided expert technical project management, planning, and execution/implementation support to Defense Information Systems Agency (DISA) Next Generation (NextGen) Optical Global and Pacific Enterprise Services – Korea (PES-K) Projects.

 Coordinated and managed project dependencies across the Defense Information Systems Network (DISN), ensuring efficient and integrated project execution.
 Collaborated with CACI to oversee the shipping and tracking of all Ciena equipment required for implementation across South Korea in support of the PES-K projects.
 Facilitated liaison efforts with DISA Pacific and US Army PEO Enterprise Information Systems to ensure the smooth upgrade and handover of all 100G links throughout Korea, meeting cybersecurity requirements for Authority to Operate (ATO).
 Worked in close coordination with Engineering and Modeling teams to effectively plan and coordinate the decommissioning and deactivation of the Schinnen Multiservice Provisioning Platform (MSPP).

As a Senior Project Manager, I provided technical and professional services, project management, and planning support to the
Defense Information Systems Agency (DISA) Global Projects Branch, specifically focusing on NextGen Optical Global Projects.

 Led effective communication channels between stakeholders to ensure the successful completion of several 100G Packet
– Optical Transport System (P-OTS) projects across various locations in Europe.
 Analyzed and provided comprehensive oversight of all aspects of the NextGen DISN Optical Transport (100G) project,
involving three vendors, eight separate links, over 150 sites, and spanning 20 states throughout the United States.
 Developed accurate cost estimates, prepared status briefings, and created issue resolution documents for management,
ensuring effective reporting and decision-making for all P-OTS projects
 Successfully managed and tracked all phases of the project life cycle, including system hardening to meet stringent
cybersecurity standards and obtain authority to operate. This encompassed analysis, design, development, testing,
implementation, and post-production support.

As the Senior Federal Project Manager at Level 3 Communications, I led multiple project teams consisting of contract personnel in conducting five separate link upgrades to the Defense Information Systems Network (DISN) optical transport network, enhancing the infrastructure to 100G using Ciena 6500 equipment. These upgrades encompassed amplifiers, regenerators, and other equipment on government-leased fibers.

 Coordinated the installation, testing, and activation of Ciena 6500 equipment at over 175 locations across the United States, ensuring seamless integration and functionality.
 Managed the fiber characterization testing, site surveys, and site concurrence letters at more than 25 customer sites, guaranteeing optimal performance and adherence to project requirements.
 Ensured the systems’ compliance with cybersecurity standards and obtained authority to operate by coordinating system hardening activities.
 Conducted weekly program updates with 200 field technicians and 30 subcontractors, effectively coordinating resources and prioritizing work associated with the delivery and installation of 110 Ciena 6500s.
 Organized internal cross-functional activities, ensuring program milestones were met on schedule and within budget constraints, promoting efficient project execution.
 Successfully managed over $45 million in resources to execute project development from the design phase through implementation, ensuring cost-effective solutions and delivering desired outcomes.
 Coordinated the subcontract with TXO Systems for the resale of used information technology equipment, optimizing resource utilization and generating additional value.

As a Project Manager in the United States Army, I led a diverse project team consisting of military, civilian, and contract personnel to conduct capability assessments of emerging and existing technologies, addressing near-term requirements.

 Acted as the Budget Officer for the Joint Operational Long-Term Evolution Deployable Tactical Cellular System (JOLTED TACTICS) project, responsible for formulating and executing a $5 million budget. Provided budget guidance and recommendations to the project lead, Future Capabilities Assessments Branch Chief, and Division Resource Manager, ensuring effective financial management.
 Led the project management process, identifying key stakeholders, collaborating with users to define the project’s scope, establishing requirements, and scheduling productive meetings to drive project success.
 Conducted comprehensive technical and cybersecurity assessments for an air event web-based application, evaluating its functionality and performance. This assessment involved key stakeholders such as NORTHCOM, the FBI, and the Department of Homeland Security. The final report, submitted to the Joint Interoperability Test Command (JITC), a premier test and evaluation organization advancing global net-centric testing, was approved and adopted for use across the airspace encompassing the United States and Canada.
 Recognized for outstanding performance and selected by the Division Chief as the C4 Assessments Division candidate for Joint Staff J6 Action Officer of the month.
