Purpose of the Position

The General Manager Research, Data and Technology is responsible for advancing the organisation’s research, data analytics, and digital transformation agenda. The role ensures the organisation is positioned as a sector leader by embedding Indigenous Data Sovereignty, driving evidence-based innovation, and harnessing technology to improve health and social outcomes.

Reporting to the Chief Strategic Partnerships and Innovation Officer this role leads the research, data analytics, and technology portfolios, including the development of data systems and digital products that empower communities to shape and own their information. It also oversees strategic partnerships with government, universities, technology providers, and Indigenous organisations, ensuring all initiatives are grounded in cultural values and deliver measurable community benefit.

Responsibilities and Duties

Data Sovereignty & Governance

  • Design and implement an Indigenous Data Sovereignty framework across the organisation.
  • Ensure community ownership, control, and benefit from all data collection, storage, and analysis.
  • Develop culturally safe data-sharing protocols and agreements that align with national and international Indigenous standards.

Research & Impact

  • Lead organisational research and evaluation partnerships with universities, think tanks, and international Indigenous organisations.
  • Oversee the design of frameworks to measure outcomes in health, wellbeing, housing, justice, and AOD services.
  • Secure funding for research and data innovation projects.
  • Translate evidence into actionable insights to inform strategy, policy reform, and sector leadership.

Digital Transformation & Technology Leadership

  • Lead the organisation’s digital innovation, including development of integrated systems
  • Oversee technology infrastructure to ensure efficiency, scalability, and secure information management.
  • Leverage emerging tools such as AI, predictive analytics, and data visualisation to improve service delivery and reporting.

Analytics & Partnerships

  • Build internal analytics capability to produce real-time dashboards and outcome reports.
  • Maintain partnerships with government, corporates, philanthropic funders, and Aboriginal Community Controlled Organisations on shared data initiatives.
  • Strengthen cross-border Indigenous collaborations to advance data sovereignty and research capacity.

Sector Leadership & Influence

  • Represent the organisation at Social Ventures Australia (SVA), Social Impact forums, and other national and international bodies influencing the social innovation agenda.
  • Contribute to shaping the social impact and outcomes measurement landscape across the health and social sectors.
  • Lead thought leadership contributions (presentations, publications, forums) that highlight the organisation’s role as an innovator in Indigenous-led research, data, and technology.

Cultural Integrity

  • Embed cultural frameworks in all research, evaluation, and technology initiatives.
  • Build pathways for Aboriginal workforce development in research, data analytics, and technology.
  • Ensure reciprocity, transparency, and accountability to community in all data and digital transformation work.

Performance Metrics and Success Indicators

  • Organisation recognised as a national leader in Indigenous Data Sovereignty and digital transformation.
  • Strong presence at SVA and social impact bodies, influencing sector-wide approaches to outcomes measurement.
  • Technology solutions deployed that integrate health and social services while ensuring community control of data.
  • Aboriginal workforce capability expanded in research, data analytics, and technology leadership.

Selection Criteria

Essential

  • Tertiary qualification in Social Sciences, Research, Data Science, Information Technology or a related discipline.
  • Proven experience in research leadership, data analytics, digital transformation, and/or governance roles.
  • Strong leadership and strategic thinking skills with the ability to influence and advocate at senior levels.
  • Demonstrated experience leading large-scale research projects including, organisational framework development.
  • Experience building organisational analytics capability, including real-time reporting, dashboards, and advanced data visualisation.
  • Ability to secure research funding, grants or innovation investments.
  • High level of cultural competence and commitment to Indigenous values, reciprocity, and community accountability.
  • Ability to manage multiple priorities, meet deadlines, and deliver high-quality outcomes under pressure.
  • Current Working with Children Check or ability to obtain.

Desirable

  • Experience working for ACCO’s, health and/or social services.
  • Track record of representing organisations at national and international forums on research, data and/or technology innovation.
  • Excellent written and verbal communication skills, including the ability to present complex information clearly to diverse audiences.
  • Self-motivated and solution-focused, with strong problem-solving skills.
  • Familiarity with outcomes measurement frameworks in health, wellbeing, housing, and justice sectors.
