The French public sector represents c.5 million people, accounting for 1 in 5 workers in France.
Following a 2019 public sector reform law, a significant change in complementary health insurance for civil servants was introduced. By 2028, public employers across all sectors will be required to contribute at least 50% to their employees’ health insurance premiums. This reform aims to align the public sector with private-sector health insurance practices, enhancing coverage and reducing out-of-pocket costs for civil servants.
This presents a unique opportunity for Alan to provide innovative, delightful health insurance solutions to millions of civil servants. The reform is being being rolled out progressively across the three branches of the public sector:
Fonction Publique d’Etat : the first wave of tenders for ministries has been successfully completed. Alan has been chosen as the partner for several key institutions including the Assemblée Nationale, Ministère de la Transition Écologique, Services du Premier Ministère, Ministère des Finances and Direction Générale de l’Aviation Civile.
Fonction Publique Territoriale : this is our immediate next priority for 2026, representing the next significant opportunity for growth and impact.
Fonction Publique Hospitalière : the will come into effect in 2028, offering a future expansion opportunity.
We are now focused on sustainably expanding our partnerships across these segments, with particular emphasis on Fonction Publique Territoriale and identified targeted public establishments.
Since 2022, our public sector team has evolved from being a bet into becoming the most significant driver of Alan’s growth. Recent successes have demonstrated the value of Alan’s offer and its unique experience in addressing high-volume collective contracts.
Looking ahead to 2026, our ambition remains high as we seek to expand our presence in this crucial market, focusing on Fonction Publique Territoriale and targeted Public Establishments.
In this context, we are looking for a Tender Manager to answer the upcoming wave of RfPs from Établissements publics, Fonction Publique Territoriale and Fonction Publique Hospitalière markets.
Your missions will include:
Conduct thorough analyses of RfPs leading to a GO/NO GO and involving cross-functional teams to address potential functional, product challenges or blockers;
Oversee end-to-end response processes, ensuring compliance with deadlines and public sector formalities;
Organize, coordinate and control the preparation of technical proposals depending on RfPs (mémoire technique, Cadre de Réponse Technique, Dossier de Candidature) and manage all necessary administrative documentation;
Challenge the responses from different stakeholders to ensure the technical coherence of our offer;
Own the member part answer for all RfPs;
Prepare for and participate in potential negotiation rounds to secure a victory; Create, update, store, and share all useful information for various RfPs;
Track and report on RfP answering performance metrics;
Support the field marketing and sales teams in engaging with key stakeholders from Fonction Publique Territoriale and Établissements Publics, with a particular focus on AMOs (Assistance à Maîtrise d’Ouvrage).
In addition to managing RfPs, you will contribute to improving our internal processes.
RfP Library : Own the built of a knowledge library and support the team in standardizing and industrializing our RfP response process to increase efficiency and win rates;
Help building the RfPs answers templates depending on requirements and AMO (Assistance à Maîtrise d’Ouvrage)
Framework : identify, prioritize and implement the necessary tools and processes aiming at increasing Alan’s response quality and efficiency as well as streamlining the handover stage to the delivery team;
Collaborate with Private sector sales and pre-sales teams sharing material and best practices in responding to large scale RfPs.
We are seeking a person with a unique blend of strategic thinking, organisational skills, attention to detail, and public sector understanding/interest. The ideal candidate will possess:
At least 4 years of experience in project management
Excellent written and oral communication skills (including in formal contexts);
Outstanding Project management skills: planning, stakeholder management, project monitoring;
Strong product / technical appetite;
Problem solving: ability to break down complex issues and foster the necessary collaboration to get them solved;
Collaborative mindset, with the ability to work effectively across various crews, communities and expertises;
Comfort with ambiguity in a fast-paced and intense environment;
Rigorous: possesses a meticulous attention to details;
Strong desire to understand the French public sector, procurement processes, and key stakeholders
Adaptability and resilience in navigating the complexities of public sector sales cycle
