HR Program Management Talent Acquisition Apprenticeship Programs Workforce Planning Applicant Tracking Systems Data Analysis Stakeholder Management Direct Sourcing Onboarding Inclusive Hiring

Dear Hiring Manager,

I am writing to express my strong interest in the HR Program Manager position at Skillsoft. With over 5 years of experience designing and delivering talent acquisition and apprenticeship programs, I am confident in my ability to drive scalable people programs that support business growth.

In my previous role, I successfully led the implementation of a new applicant tracking system, managed early careers recruitment, and built strong talent pipelines through direct sourcing. My experience partnering with business leaders and external providers has equipped me with the skills to influence stakeholders and ensure compliance.

I am particularly drawn to Skillsoft's mission of empowering organizations through skills development. I look forward to the opportunity to contribute to your team and help shape impactful people programs.

Sincerely,
[Your Name]

Can you describe your experience designing and delivering early careers recruitment programs, including apprenticeships?
I have 5+ years of experience managing apprenticeship programs, including design, compliance, and provider engagement. I have developed graduate hiring and entry-level talent pipelines, and I am skilled in creating onboarding processes that ensure a positive experience.
How have you used data and people metrics to evaluate program effectiveness and identify areas for improvement?
I regularly use metrics like time-to-fill, retention rates, and candidate feedback to assess program performance. For example, I identified a bottleneck in our screening process and implemented a new assessment tool, reducing time-to-hire by 20%.
Describe a time when you had to influence a business leader to adopt a new hiring strategy or process.
I once presented data showing that our direct sourcing strategy reduced cost-per-hire by 15% compared to agencies. I convinced the VP of Sales to invest in LinkedIn Recruiter and employee referral bonuses, which improved quality of hire.
What is your experience with HR and applicant tracking systems, particularly in implementation or optimization?
I led the implementation of a new ATS at my previous company, including requirements gathering, vendor coordination, workflow design, and user training. I also optimized existing systems by automating workflows and improving reporting.
How do you ensure inclusive and fair hiring practices in your recruitment programs?
I promote inclusive hiring by using structured interviews, diverse sourcing channels, and blind resume reviews. I also train hiring managers on unconscious bias and ensure job descriptions use inclusive language. For apprenticeships, I partner with community organizations to reach underrepresented groups.

At Skillsoft, we believe skills fuel growth. Our mission is to empower every organization and every learner to turn constant change into continuous growth. As part of the team, your skills will help organizations understand what skills they have, what they need next, and how to apply them in ways that drive real performance and progress.
