Dear Hiring Manager,

I am writing to express my strong interest in the Project Manager position supporting the NIH NIAID NEAT contract. With over 6 years of experience managing complex cloud migration and modernization projects, I bring a proven track record of delivering Agile solutions and leading cross-functional teams.

My expertise includes preparing EPLC stage gate deliverables, managing project finances, and mitigating risks. I am PMP certified and skilled in AWS and Azure environments. I thrive in fast-paced, collaborative settings and am confident in my ability to drive the success of this critical initiative.

I look forward to the opportunity to contribute to NIAID's mission. Thank you for your consideration.

Sincerely,
[Your Name]

How would you approach planning a cloud migration for a large portfolio of applications?
I would start with a discovery phase to inventory applications, assess dependencies, and prioritize based on business value. Then I'd develop a detailed migration roadmap with phases (rehost, replatform, refactor), set clear milestones, and manage stakeholder expectations. I'd use Agile sprints to iteratively migrate and test, ensuring minimal disruption.
Describe your experience with HHS Enterprise Performance Life Cycle (EPLC) deliverables.
I have prepared multiple EPLC stage gate documents including concept proposals, project charters, and closeout reports. I've presented to review boards, ensuring alignment with HHS guidelines. For example, on a recent NIH project, I led the development of a successful Stage 3 briefing that secured approval for the design phase.
How do you handle competing priorities and tight deadlines in a fast-paced environment?
I use agile ceremonies like daily stand-ups and sprint planning to re-prioritize with the team. I maintain a risk register and communicate openly with stakeholders about trade-offs. I also empower the team to self-organize and focus on high-value tasks first.
Can you explain your approach to managing project finances and burn rates?
I track budget against actuals weekly using tools like MS Project or Jira. I forecast burn rates and identify variances early. If funding decreases, I work with the client to adjust scope or resource allocation. I also ensure time entry accuracy to avoid surprises.
What is your experience with Agile .NET implementations and cloud technologies?
I've led multiple .NET teams using Scrum to deliver cloud-native applications on AWS. For example, we migrated a legacy .NET app to AWS ECS using containerization, which improved scalability and reduced costs. I also facilitated CI/CD pipelines with Jenkins and CodeDeploy.
