Technical Project Manager / Product Owner

I directed technical delivery for public-sector digital transformation programs, managing seven-figure budgets, up to four concurrent engagements, and more than five external vendor contracts. I aligned delivery priorities with executive stakeholders while serving as Scrum Master and Product Owner across multiple teams.

I led a multi-source statewide Provider Finder integration that consolidated three legacy tools and coordinated three vendor APIs through FedRAMP-aligned security certification with zero downtime. I also led an aging and disability resource center platform through more than 46 sprints, managed accessibility remediation to WCAG 2.1 AA compliance, directed Drupal 11 upgrade planning, and delivered DAM-to-CMS and cloud migration initiatives.

I managed complete technical project lifecycles from discovery through launch and maintenance for concurrent enterprise CMS platform builds. My client work supported cybersecurity, risk management, higher education, real estate, retail, and nonprofit organizations.

I controlled budgets, resource allocation, schedules, and delivery planning. I authored project charters, technical requirements, work breakdown structures, and statements of work, while partnering with architects and developers to evaluate platform trade-offs, estimate work, troubleshoot issues, and coordinate distributed teams.

I led technical delivery for web development projects and served as the primary contact for dozens of clients and partners. I contributed directly to development and implementation work on select projects while consulting on technical architecture and UX during planning.

I produced scope documents, technical requirements, RFP responses, and statements of work. I also led testing and QA, delivered client-facing demonstrations, supervised the development team, and translated technical trade-offs and timelines between engineers and client stakeholders.

I managed software products for end-user, OEM, and white-label customers, partnering directly with development teams on builds, release schedules, and deadlines. I performed hands-on product testing and QA to identify and resolve issues before launch.

I delivered product demonstrations and created customer training materials, including recorded tutorials and help documentation. I also managed partner relationships, upgrades, server and network maintenance, and e-commerce platform configuration.
