Dear Hiring Manager,

I am excited to apply for the Business Financial Manager position at Everforth ECS supporting ARPA-H. With over 5 years of federal financial management experience, including budget development and compliance for R&D programs, I am confident in my ability to drive financial excellence for transformative health initiatives.

In my previous role supporting an ARPA-like agency, I developed financial models, managed program budgets exceeding $50M, and ensured strict adherence to federal regulations. My collaborative approach helped streamline budget processes and improve forecasting accuracy.

I am particularly drawn to ARPA-H's mission to accelerate breakthroughs in human health. I look forward to bringing my expertise in financial analysis and program support to your dynamic team.

Sincerely, [Your Name]

Describe your experience with federal budget execution and compliance. How do you ensure adherence to regulations like the FAR?
I have over 6 years managing federal budgets, including executing funds in accordance with the Anti-Deficiency Act and OMB circulars. I ensure compliance by conducting regular audits, maintaining detailed records, and collaborating with legal teams to interpret regulations. For example, I implemented a tracking system that reduced audit findings by 30%.
Can you explain a time you developed a financial model for a complex program? What tools did you use?
I built a multi-year financial model for an R&D program using Excel and SQL. The model integrated cost projections, risk factors, and funding constraints, allowing leadership to adjust resource allocation dynamically. It improved forecasting accuracy by 15% and was used for quarterly reviews.
How do you prioritize tasks when supporting multiple Program Managers with competing deadlines?
I use a triage system based on urgency and impact, communicating with PMs to understand their deadlines. I also set up shared dashboards for transparency. For instance, during budget season, I allocated mornings to high-priority requests and afternoons to routine reporting, ensuring no deadlines were missed.
What is your experience with ARPA-like agencies, and how does that prepare you for this role?
I spent 2 years supporting IARPA, where I learned the fast-paced, high-risk nature of ARPA environments. I managed budgets for classified programs, coordinated with performers, and prepared briefings for senior officials. This experience taught me the importance of flexibility and precise financial tracking.
How do you stay updated on changes in federal financial regulations? Provide an example of adapting to a new policy.
I subscribe to GSA and OMB updates and attend annual training. When the Uniform Guidance was updated, I led a workshop for my team to revise our indirect cost allocation process, ensuring our new budget templates complied within two weeks.
